FIMI (Foreign Information Manipulation and Interference)
A framework developed by the European Union and aligned institutions to describe intentional, coordinated efforts by foreign state or state-linked actors to manipulate information environments and interfere with democratic processes, public discourse, or institutional trust. FIMI focuses on identifying patterns of manipulation, coordination, and interference rather than determining the truthfulness of individual pieces of content.
FIMI represents a growing challenge to national security, democratic resilience, and institutional credibility. Coordinated foreign influence activities can shape public perception, amplify divisive narratives, and erode trust in governments, elections, and public institutions.
